Job Summary

Elevate your career in public health as a Public Health Informatics and Interoperability Specialist with the Executive Office - Interoperability and Data Infrastructure Division, where your impact reaches across all Minnesotans.

This position will provide leadership role as a public health informatics and interoperability subject matter expert serving the agency, public health system, and healthcare system in Minnesota. They will be dedicated to protecting, maintaining, and improving the health of all Minnesotans and will focus on the vision for health equity in Minnesota, where all communities are thriving, and all people have what they need to be healthy. The Public Health Informatics and Interoperability Specialist will take the lead/direct collaborations with program managers and staff, vendors, Minnesota Information Technology (MNIT), and internal and external stakeholders to identify technical standards, develop processes and develop specifications for data submission to MDH to ensure that information is received, organized and accessible for public health decision making.

Conducting evaluations and developing protocols for new programs and/or for areas with little or no procedural precedent will also be a responsibility of this position, along with testing procedures for eCR development and data mapping rules. The position will also lead and provide expertise, research and development standards, such as HL7e, LOINC, SNOMED and others that apply to MDH electronic data exchange.

This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion.

Qualifications

Minimum Qualifications

Four (4) years of experience in a comprehensive health program with health informatics responsibilities that include:
  • Conducting and/or supporting informatics projects including scientific investigations in information architecture management.
  • Implementing data and information standards.
A degree in Data Science, Epidemiology, Public Health, Public Policy, Health Policy, Health Services Research, Health information Sciences, Computer Science, or closely related field will substitute for experience as follows: Doctorate degree may substitute for two years of experience; master's degree may substitute for 18 months of experience; bachelor's degree may substitute for one year of experience; associate degree may substitute for six months of experience.

Preferred Qualifications
  • Comprehensive knowledge of working with public health and health care electronic data exchange.
  • Experience working with Electronic Case Reporting (eCR).
  • Experience working with Electronic Laboratory Reporting (ELR).
  • Experience with Immunization Reporting.
  • Master's degree from an accredited graduate school with a focus in public health, public health informatics, information technology, computer science, public policy or health policy, statistics or a related field, which includes three years of experience in informatics experience conducting and/or supporting informatics projects including scientific investigations or data management.
  • Doctoral level degree in informatics, public health, health science, management information systems and technology, computer science or closely related field with two years of experience with senior level public health informatics work.
