Job Description
Position Summary The Safety & Security Manager leads and manages center Safety & Security Department including center transportation services to ensure a safe and secure living, learning, and work environment for program participants and staff. Develop and maintain positive relationships with community law enforcement, fire safety, and engineering departments to support a safe center environment.
Essential Functions - Ensure adherence to strict documentation requirements for security and safety functions for logs, reports, investigations and plans in compliance with Department of Labor, Corporate and Center guidelines, and policies.
- Work collaboratively with staff for all departments to ensure effective supervision and services to students.
- Create and implement plans, policies and procedures for submission to corporate and regional offices including corrective action plans as needed to ensure compliance with federal, state, and local guidelines.
- Implement and maintain a staff schedule that ensures maximum coverage for each shift to control center ingress and egress, screenings of staff, students, and visitors, regular patrols, and response to incidents and emergencies.
- Follow all non-health standing orders in collaboration with medical staff and adhere to center protocols in managing emergency situations.
- Ensure regular inspections of GSA vehicles for safety and maintenance compliance documenting and reporting all concerns to Center Director.
- Conduct and document safety, security, torte claim, and property damage investigations as directed providing recommendations for resolution.
- Write, submit, and follow-up on Significant Incident Reports in compliance with PRH requirements.
- Ensure staff deployment to monitor center grounds, maintain order, prevent negative incidents, and support student, staff, and property security.
- Develop and deliver safety and security training for students and staff.
- Manage staff work effectively, maintain a supportive work environment that promotes staff development.
- Provides on-call center support as warranted.
- Ensure staff accountability, discipline and equitable evaluation of performance.
- Support implementation of schedule for safety drills to include fire and armed intruder drills.
- Oversee and maintain an active student Safety Cadet Program.
- Oversee and maintain active center Safety Committee, support viable recommendations enhancement of safety and security operations.
- May utilize GSA vehicles to transport students to off-site learning and employment opportunities, appointments, and as needed for retrievals and other center-related needs.
- Model positive behavior and a high level of conflict resolution skills at all times.
- Participate in department meetings and all mandated PRH and corporate training.
- Utilize information systems and handle student data in strict adherence to Job Corps and Strategix policies to protect student's personally identifiable information (PII) and reduce network security threats.

Requirements
Qualifications and Experience Minimum High school diploma or equivalent and two years' experience working in the security field in a supervisory capacity. Knowledge of standard security, fire prevention and safety protocols. Knowledge of Occupational Safety and Health regulations. High level of conflict resolution and verbal communication skills. Strong verbal and written communication skills. Information technology proficiency including MS Office. Unless waived by management, a valid driver's license in the state of employment with an acceptable driving record is required. The incumbent may be required to obtain a commercial driver's license (CDL). Willingness to provide on-call center support as warranted.
Preferred College degree in related field. State Security Officer certification.
